Laid by John Chapple, Mayor (1879-80)

On 5th May, 1880, during John Chapple’s Mayoral year he laid the Foundation Stone for the new St Albans Public Library in Victoria Street.

Following the ceremony attended by the Architect, Mr W H Symes, Members of the Library Committee and other gentleman, the Rector, Members of Town Council and the 3rd Herts Rifle Volunteer Band, and a large crowd, the Mayor then led the way to the Assembly Room for a sumptuous celebratory luncheon, supplied by Mr Beck of Watford, for invited guests, many of whom had promised subscriptions towards the building and costs.
